An AI governance stand-up instrument for mission-driven institutions
The model is not the mission. This instrument establishes who reviews, who may ground, and what the institution can prove before the regulator, the accreditor, or the algorithm asks. Twenty-four items, six domains, one cabinet session. Every rating below Codified generates a ninety-day move.

Boards are using the technology they have not yet governed. 94 percent of higher-education employees used AI for work in the past six months, and 54 percent know their institution’s policy (EDUCAUSE with AIR, NACUBO, and CUPA-HR, January 2026; 1,960 respondents across more than 1,800 institutions). 92 percent of board directors used AI for board work this year, up from 69 percent a year earlier, and boards with an enforced AI policy rate their own effectiveness at 88 percent (AGB OnBoard Board Effectiveness Survey, July 2026). The cost of the vacuum is now public record: released texts and letters show that disagreement over AI strategy ran through the University of Wisconsin System board’s removal of its president (The Chronicle of Higher Education, July 2026). Domain VI is written from that record.
